Located in the bustling heart of Phnom Penh, The Cigar Room at Freebird Bar & Grill stands out as a top destination for both seasoned cigar lovers and those new to the experience. This well-appointed lounge, nestled on the second floor, offers a combination of comfort, character, and a sense of community.
A Friendly Atmosphere
As you enter Freebird, you’ll typically be greeted by Mr. Paun, an elderly gentleman who manages the front door and parking with a warm smile. The friendly staff welcomes you as you make your way through the restaurant and ascend the stairs to The Cigar Room, a spacious area with high ceilings and excellent ventilation that ensures a comfortable and enjoyable experience. With three bar seats, a table for four, and enough couches to seat a baker’s dozen (if we’re talking about putting buns in seats), there’s ample room for everyone.
The lounge is owned by Steve Billington, a long-time Phnom Penh resident with a passion for cigars, wine, quality education and building meaningful connections.
Unique Decor
The lounge is tastefully decorated, featuring a stunning ceiling inspired by Michelangelo's Creation of Adam. The walls showcase photographs from owner's life and a signed poster of John Wayne from Green Berets (1968), which amusingly resembles Steve himself.

An Impressive Selection
The Cigar Room offers an impressive selection of cigars, ranging from $6 to $300, with options to enjoy on-site or take away, making it a great retail point for cigar enthusiasts. Whether you’re a newcomer or a seasoned aficionado, there’s something for every palate. It’s also likely the most reasonably priced cigar selection in the country. Pair your choice with a full food and drink menu, including wine and scotch that might even come from Steve’s personal collection. Among the highlights of Steve’s wine cellar is a beautiful Amarone, which retails for $100 elsewhere but is available here for just $78, thanks to a smart purchase made years ago.
Cutting Fee & Cigar Storage
Cigar enthusiasts sometimes bring their own cigars, especially when unsure about a venue’s quality or storage. At Freebird’s Cigar Room, there is no cutting fee as long as you order some form of food or beverage. That said, their selection is reasonably priced and well-kept, making it easy to enjoy cigars on-site with confidence.
Conversations with Steve
During my visit, I had the opportunity to chat with the owner, Steve. He shared that The Cigar Room, has been operating in its current spot for eight years, though it has a history stretching back about 15 years in total. This tenure makes Freebird one of the longest-standing cigar lounges in Phnom Penh.
Steve's commitment to improving education in Cambodia solidified in 1997, amidst the Asian financial crisis, which deeply affected the region. Initially running educational centers in both Cambodia and Indonesia, he responded to the crisis by closing the Indonesian branch. He recognized the profound need for quality education in Cambodia and decided to focus his efforts there. This decision led to the strengthening of the Home of English International School, dedicated to providing significant educational opportunities and supporting Cambodian children for over two decades.
Community Impact
Home of English emphasizes care and community involvement, regularly donating to charities and sponsoring schools in Kampong Speu. Steve's commitment to education and community building shines through in his conversations, making him a valuable resource for anyone interested in learning more about Cambodia.
Conclusion: A Must-Visit Lounge
The Cigar Room at Freebird is more than just a place to enjoy cigars; it’s a hub for connection and conversation. Whether you're a local or visiting Phnom Penh, this lounge offers an inviting atmosphere where you can relax with friends or meet fellow enthusiasts. My visit left me inspired and eager to continue exploring the rich world of cigars—one lounge at a time.
